The National Lottery Board (NLB) is a State Corporation under the National Lottery Act, 2023. The Manager, Funding Strategy and Program Design develops multi-year funding frameworks, oversees programme design, and ensures strategic allocation of National Lottery Fund proceeds to good causes.
Key Responsibilities
•Coordinating development of multi-year funding strategies aligned with Vision 2030, BETA, and SDGs
•Supervising funding programmes and thematic windows including youth empowerment, sports, innovation, culture, education, and climate action
•Overseeing formulation of transparent, equitable, and data-driven Fund allocation criteria
•Overseeing design of co-financing, matching-fund, and joint-implementation models
•Spearheading development of standardized M&E indicators and methodologies to measure programme outcomes and value for money
•Coordinating maintenance of a dynamic pipeline of eligible programmes and projects
•Ensuring all funding frameworks comply with statutory requirements, government policy, and financial management regulations
•Coordinating design of flexible and adaptive funding models including catalytic grants and revolving facilities
•Coordinating preparation of analytical reports and recommendations to the Directorate and Cabinet Secretary on funding priorities
Requirements
✓Cumulative period of twelve (12) years' work experience, three (3) years of which should have been in the grade of Assistant Manager, Finance and Accounts or in a comparable and relevant position
✓Bachelor's Degree in any of the following disciplines: Accounting, Finance, Statistics, Commerce (Finance/Accounting option), Business Administration (Finance/Accounting option), Business Management (Finance/Accounting option) or its equivalent qualification from a recognized and accredited institution
✓Master's Degree in any of the following disciplines: Finance, Accounts, Commerce, Business Administration (Finance/Accounting option), Business Management (Finance/Accounting option) or its equivalent qualification from a recognized and accredited institution
✓Certified Public Account (CPA K) or equivalent qualification from accredited examination body
✓Membership to the Institute of Certified Public Accountants of Kenya (ICPAK) or relevant professional body in good standing
✓Certificate in Leadership course lasting not less than four (4) weeks from a recognized and accredited institution
✓Proficiency in computer applications
✓Demonstrated merit and ability as reflected in work performance and results
