The National Lottery Board (NLB) is a State Corporation under the National Lottery Act, 2023. The General Manager, Lottery Operations and Communications provides strategic leadership for lottery operations, regulatory compliance, communications, and partnership building.
Key Responsibilities
•Ensuring compliance with local, national, and international lottery regulations including AML/CTF laws, data protection, and gaming laws
•Ensuring compliance with licensing requirements between NLB and the Gambling Regulatory Authority
•Ensuring implementation of the Agreement between NLO and NLB
•Ensuring proceeds from games of chance are paid into the National Lottery Fund
•Developing and implementing strategies to identify, assess, and mitigate operational, financial, and reputational risks
•Developing and implementing measures to prevent fraud in National Lottery operations
•Continuously monitoring lottery systems for irregularities, ticket tampering, and suspicious transactions
•Ensuring implementation of responsible gambling mechanisms including self-exclusion and age verification
•Ensuring end-to-end licensing process for retailers, vendors, and other stakeholders
•Developing and implementing games of chance in collaboration with stakeholders
•Ensuring retailers adhere to operational standards and contractual obligations
•Ensuring implementation of guidelines for online ticket sales, mobile apps, and digital payment systems
•Preparing compliance reports on National Lottery operations for regulatory bodies and the Board
•Supporting formulation of policies, strategic plans, and regulations governing the National Lottery
•Overseeing stakeholder engagements, brand partnerships and collaborations
•Overseeing development and implementation of crisis and reputation management strategies
•Developing and executing a comprehensive communication strategy for NLB and NLF
•Establishing and implementing effective communication structures
•Serving as the primary point of contact for press/media
•Supporting the development and implementation of communication strategies aligned with national development priorities
Requirements
✓Cumulative service period of fifteen (15) years relevant work experience, three (3) of which should have been at the grade of Manager, Strategic Branding and Public Communication, Digital Technology, Innovations & Infrastructure, Compliance and Player Protection, Data, Analytics and Business Intelligence, Operations and Delivery or in a comparable and relevant position
✓Bachelor's degree in any of the following disciplines: Game design and development, Gaming and Animation Technology, Interactive Media Technologies, Mass Communication, Corporate Communication, Business Administration, Journalism, Public Relations, Computer Engineering, Project Planning and Management or equivalent qualification from a recognized institution
✓Master's degree in any of the following disciplines: Game design and development, Gaming and Animation Technology, Interactive Media Technologies, Mass Communication, Corporate Communication, Business Administration, Journalism, Public Relations, Computer Engineering, Project Planning and Management or equivalent qualification from a recognized institution
✓Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution
✓Membership to a relevant professional body and in good standing, where applicable
✓Proficiency in computer applications
✓Demonstrated a high degree of professional competence, managerial and administrative capability in work performance and exhibit a thorough understanding of NLB's goals, policies and objectives
