About
The National Construction Authority (NCA) is Kenya's construction industry regulator. The General Manager, Human Resource and Administration leads the HR and administration directorate, overseeing talent management, compliance with labour laws, payroll, facilities, and fleet management for the entire Authority.
Key Responsibilities
•Overseeing development, implementation and review of HR policies, strategies, frameworks, work plans and programmes
•Overseeing recruitment, selection, training and development programmes
•Ensuring effective compensation and benefits schemes and payroll management
•Overseeing implementation of HR management rules and regulations in compliance with labour laws
•Spearheading development and management of staff welfare schemes including medical cover, Group Life and Group Personal Accident
•Overseeing maintenance of office buildings, facilities, fleet management and security services
•Initiating and overseeing management of contracts for cleaning, security, maintenance and utility services
•Spearheading employee and customer satisfaction surveys and advising CEO on risk mitigation measures
Requirements
✓Cumulative service period of fifteen (15) years' work experience, three (3) of which should have been in the grade of Manager, Human Resource Management and Development or in a comparable position and organization
✓Bachelor's Degree in Human Resource Management, Human Resource Development, Human Resource Planning, Commerce (HR Option), Economics, Social Sciences, Education, Sociology, Labour Economics, Business Management or any other relevant qualification from a recognized Institution
✓Part III of Certified Human Resource Professional or equivalent qualification from a recognized Institution
✓Master's Degree in any of the following disciplines: Human Resource Management, Public Administration, Business Management, Strategic Management or its equivalent qualification from a recognized institution
✓Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution
✓Membership to IHRM or relevant professional body and in good standing
✓Valid practicing license
✓Proficiency in computer applications
✓Fulfilled the requirements of Chapter Six of the Constitution
✓Demonstrated a high degree of professional competence, managerial and administrative capability as reflected in work performance and results
✓Exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to human resource and administration function
