The National Lottery Board (NLB) is a State Corporation under the National Lottery Act, 2023. The Corporation Secretary and Manager – Legal Services serves as Board Secretary and manages all legal affairs, governance compliance, and legal risk for NLB.
Key Responsibilities
•Spearheading arrangement of Board business and keeping records of proceedings
•Serving as Secretary to the Board
•Providing advice on legal and corporate matters through interpretation and written legal opinions
•Ensuring compliance with statutes, regulations and procedures
•Formulating legal options and reports on various issues affecting the Board
•Assisting in formulating, vetting, reviewing, negotiating contracts, leases, agreements and MoUs
•Reviewing the Board's legal framework and advising on compliance levels
•Coordinating formulation and review of NLB policies to ensure alignment with relevant laws and Government Circulars
•Ensuring requisite information and evidence on legal matters is compiled and proper instructions issued to the Attorney General's office
•Overseeing legal audits to measure NLB's level of compliance
•Identifying legal risks and advising on mitigation measures
•Spearheading formulation, implementation and review of departmental annual work plans, budgets and procurement/asset disposal plans
•Overseeing implementation of Corporate Governance principles, national policies, guidelines, and directives within the Department
Requirements
✓Cumulative period of twelve (12) years' relevant work experience, three (3) of which should have been at the level of Assistant Manager, Legal Services or in a comparable position
✓Master of Laws Degree from a recognized Institution
✓Bachelor of Laws Degree from a recognized Institution
✓Certified Public Secretaries of Kenya (CPSK)
✓Post-graduate diploma in Law from the Kenya School of Law
✓Admission as an Advocate of the High Court of Kenya
✓A valid practising certificate
✓Certificate in Leadership Course lasting not less than four (4) weeks from a recognized Institution
✓Membership of the Law Society of Kenya and in good standing
✓Proficiency in computer applications
